Grading Is Defined As “Any Excavating, Filling Or Combination Thereof”

General Requirements For All Grading:

Permit Submittals

  • A set of complete geotechnical or soil reports are required.
  • Plans are required to be legible and either prepared in blueprint process or photocopy.
  • Plans are required to be wet signed and dated in ink by the preparer on each sheet prior to issuance.
  • Plans are required to include the site address (job location) on the first sheet of the plans.
  • Plans are required to be drawn to appropriate scale and size as noted in the specific requirements.
  • All grading in excess of 5,000 cubic yards shall be prepared by a registered civil engineer (sec. 108).

Specific Requirements For Grading Permits:

Complete Grading Plans

  • Job site address, applicant’s name and phone number.
  • Vicinity map.
  • North point, scale, legend, street name(s) and distance to the center line.
  • Building pad and finished floor elevations.
  • Elevations for each side of the driveway approach at:
    1. Street edge of paving.
    2. Street flow line.
    3. Property line.
  • Property limits (dimensions).
  • Original and finished contours (2 foot maximum and 15 feet beyond the property limits).
  • Details of terrain and area drainage.
  • Location of all existing and proposed buildings, septic systems (including proposed size), paving structures and wells on the property (including those items listed above that fall on any adjacent property within 15 feet of the property limit).
  • Identification of cut/fill contact (daylight) lines.
    1. Buildings constructed across the cut/fill line shall have compaction tests taken in the native (cut) area as well as tests for the fill area. Tests shall meet 90% of the maximum density per ASTM STANDARD D1557.
  • Locations and details of berms and swales.
    1. High points of building pad drainage swales to be 0.3 feet minimum below finish pad elevation.
    2. All drainage shall maintain a minimum 1% slope to disposal point(s).
  • Benching details when fill is placed over slopes exceeding 5:1.
  • Slope setbacks from property lines.
  • Site drainage to be accomplished as follows:
    1. Site may be drained to the street a minimum 1% fall provided drainage does not cross adjacent property lines.
    2. If a readily identifiable drainage course crosses through the property line and additional flows in the drainage course will not detrimentally affect downstream developments the drainage course may be used for site drainage.
    3. Provide on-site retention equal to 13.5 cubic feet capacity per 100 square feet of impervious surface.
    4. Drainage swells are to maintain a minimum 1% fall to retention device(s).
    5. Open retention basins are to have a maximum full capacity depth of 6 inches.
    6. Spread basin overflow to sheet before flows exit property.
  • Provide general grading notes including the amounts (cubic yards) of excavation and fill.
  • Show erosion control proposed on all slopes greater than five horizontal to one vertical and higher than three feet. Provide paved drains for concentrated flows down slopes.
  • Identify the type and location of protected native plants. Indicate protected native plants to be removed and relocated.

At the time of plan submittal, the job site shall be posted with a sign bearing the owner’s name and site address. Property corners shall be clearly marked. Failure to post site may result in delays obtaining plan approval.
