Re:      Draft Downtown Government Center Memorandum of Understanding between the County of Monterey and City of Salinas

The County of Monterey Board of Supervisors and the City of Salinas City Council will tentatively consider authorizing the execution of the draft 2022 Downtown Government Center Memorandum of Understanding (Downtown MOU) on March 22, 2022, at its respective regular meetings. The draft Downtown MOU is available HERE.

The Downtown MOU outlines agreed upon approach for City and County to coordinate planning activities for the Government Center and Downtown Salinas as provided in the Downtown Vibrancy Plan (DVP), and the commitment of staff and financial resources to undertake identified planning activities.  The three primary areas of coordination and planning are parking, land use, and mobility and safety.

The term of the Downtown MOU is five (5) years, expiring March 21, 2027.  The MOU provisions require an annual review, including an update on the Schedule of Performance (Exhibit A to the MOU), be conducted in January of each year.

Comments directed to the City are to be submitted to Lisa Brinton, Assistant Director at lisab@ci.salinas.ca.us. Written and oral comments may also be provided during public comment on this item at the planned March 22, 2022, Board and Council meetings.
