Project Description:

The proposed project is a request consisting of demolition of a 4,124 square foot single family residence and the construction of a new three level 11,933 square foot single family residence including an attached three-car garage, a 986 square foot entry court, 106 square feet of uncovered terraces, approximately 2,600 square feet of covered terraces, new driveway, and approximately 1,700 cubic yards of grading (1,200 cubic yards cut/500 cubic yards fill) and restoration of approximately 1.67 acre of native dune habitat; The project includes development on a ridgeline, on slopes exceeding 30 percent, within 100 feet of environmentally sensitive habitat area and within 750 feet of a known archeological resources, removal of three Monterey cypress trees and demolition of a listed historic resource. 

Issues evaluated in the EIR:

Cultural/Historical Resources
On June 13, 2014, the Keeper of the National Register of Historic Places determined the residence proposed for demolition as eligible for listing on the National Register of Historic Places. The project is located within 750 feet of a known prehistoric archaeological resource.

Biological Resources
The project site is located within environmentally sensitive dune habitat.

Aesthetics
The project site is located within the viewshed of 17-Mile Drive and public viewing areas identified in the Del Monte Forest Area Land Use Plan as sensitive.

Geology and Soils
The project site includes seismic hazards, erosion, as well as unstable and expansive soils.

Hydrology and Water Quality
During construction, the proposed project would require grading on slopes in excess of 30%, which may result in increased runoff, erosion, and sedimentation associated with soil disturbance, potentially violating water quality standards during construction.

Required Entitlements:

1) Coastal Administrative Permit and Design Approval for the Project as described above;

2) Coastal Development Permit for development within 100 feet of environmentally sensitive habitat;

3) Coastal Development Permit for development on slopes exceeding 30%;

4) Coastal Development Permit for development within 750 feet of a known archaeological resource;

5) Coastal Development Permit for ridgeline development; and

6) Coastal Development Permit for removal of three Monterey cypress trees.
