  1. Rezone the Mission Soledad parcel (APN 165-022-002-000) from “Farming” (F) to “Public/Quasi-Public” (PQP); and,
  2. Include a “Historic Resources” (HR) Zoning District overlay to achieve consistency with the historic landmark status of the structures and property.
