Monterey Regional Stormwater Management Program
The County of Monterey, with the Monterey Peninsula cities of Carmel by the Sea, Del Rey Oaks, Monterey, Pacific Grove, Sand City and Seaside, is a participating member of the Monterey Regional Storm Water Management Program (MRSWMP). Participating members collaborate on projects and other Permit-related activities to satisfy a number of their individual Phase II Small Municipal Separate Storm Sewer System (MS4) General Permit requirements. The Phase II Small MS4 General Permit is an NPDES (National Pollutant Discharge Elimination System) permit that was established under the Clean Water Act of 1972.
The MRSWMP group sponsors a number of public education and public participation events each year, as well as a volunteer monitoring program that collects stormwater samples from storm drain outfalls throughout northern Monterey County. The Group employs one full-time program manager who coordinates activities, manages consultant contracts, and keeps abreast of current issues within the stormwater community. Monterey County has participated in the MRSWMP group since its inception in 2006.
The Monterey County Board of Supervisors renewed the County's participation in the group on November 6, 2013. RMA-Environmental Services is responsible for coordinating the County's Phase II MS4 General Permit activities and represents the County in the MRSWMP group.
