In order to minimize the discharge of sediment and pollutants into the receiving waters of Monterey County, the County's Public Works Department regularly sweeps the public streets  in the areas that are regulated under its Phase II Municipal General Permit .  Under their permit, these streets are required to be swept twice a year  - once before the rainy season begins, and once after it has ended.   Roadside sediments contain elevated levels of pollutants that are produced from vehicles travelling the roadways: copper, zinc, and lead among others.
