Homelessness Strategies & Initiatives
The County Administrative Office - Homelessness Strategies and Initiatives Division (CAO-HSI) is tasked with developing, coordinating, and managing the County’s efforts to address homelessness, which includes creating a comprehensive strategic plan, setting priorities, and overseeing the County’s interdepartmental and inter-agency coordination. CAO-HSI is responsible for planning, organizing, managing, evaluating, and implementing countywide initiatives, programs, services, and policies aimed at reducing homelessness. To achieve this, we work closely with state, federal, and local agencies, non-profits, and community groups to identify, develop, and evaluate solutions that mitigate the impact of homelessness in its various forms.
At CAO-HSI we are dedicated to creating and implementing innovative strategies to prevent and reduce homelessness in our community. Our goal is to provide sustainable solutions that address the root causes of homelessness, while empowering individuals and families to regain stability and independence.
Through collaboration with local, federal, and state governments, non-profit organizations, the Lead Me Home Continuum of Care and the Housing Authority of the County of Monterey, we strive to develop comprehensive programs that offer housing, support services, and opportunities for economic empowerment.
Lead Me Home Plan
In 2020, the County of Monterey co-sponsored the development of the Lead Me Home Plan to Reduce Homelessness which was adopted by the Board of Supervisors upon its completion in 2021. This comprehensive plan was a result of a six-part study that included:
- Initial Observation Report
- System Performance Report
- Housing Market Analysis
- Predictive Modeling
- Community Surveys
- Five (5) Community Input Sessions
