Emergency Operations Plan
The Monterey County Emergency Operations Plan establishes the county's incident management organization that supports first responders, facilitates public information and interagency communication, and maintains continuity of government. The Department of Emergency Management has developed hazard and function specific annexes to support implementation of the emergency operations plan.

Hazard Mitigation Plan
The Monterey County Multi-Jurisdictional Hazard Mitigation Plan seeks to reduce the risk to life and property in Monterey County in an efficient and effective manner by decreasing the long-term vulnerability from hazards through coordinated planning, partnerships, capacity building, and implementation of effective risk reduction measures.
Community Resilience Plan
The Monterey County Community Resilience Plan (Spanish Version) is a guide for making our community more resilient, by bringing the whole community together to better understand our risks and capabilities during disasters and provide recommendations on how we can become stronger, smarter, and more capable of handling hardships that come our way. The goal of the plan is to promote collaborative, whole-community efforts to increase resilience within the communities of Monterey County, so that negative impacts of disasters can be removed or minimized, and our community is able to quickly recover and learn from any and all emergencies.
Annual Report
The Department of Emergency Management released it's first Annual Report in 2023 after successfully navigating it's first year as a department of the County of Monterey, previously a division of the County Administrative Office. The Annual Report summarizes the previous year's accomplishments, administrative changes, organizational changes, capability changes, and priorities for the coming year.
2022-25 Strategic Plan
The Department of Emergency Management Strategic Plan outlines the overarching day-to-day structure, goals, and objectives for capacity building to ensure it is best suited to carry out its response, recovery, and mitigation functions and responsibilities. The Strategic Plan will be reviewed periodically and revised as necessary to satisfy changing conditions and needs.
