Termination of the COVID-19 State of Emergency Effective February 28, 2023 |
Governor Gavin Newsom announced that the COVID-19 State of Emergency will end on February 28, 2023. In response to the termination of the State of Emergency, the California Emergency Medical Services Authority (EMSA) issued a memorandum outlining the resulting policy changes (see EMSA Memorandum dated October 17, 2022). The Monterey County EMS Agency has reviewed the impact of these changes on local policies and practices. The following changes will take place, effective February 28th, 2023. |

Paramedic Administration of Buprenorphine – A Tri-County Effort to Reduce Death from Opioid Use Disorder (OUD) |
Monterey County has partnered with the Santa Cruz and San Benito County EMS Agencies in a buprenorphine administration project. We are planning to join Contra Costa, San Francisco, and other local EMS agencies in authorizing paramedics to initiate Medication for Addiction Treatment (MAT) and to link patients with a California Bridge hospital or clinic-based treatment program or ED with appropriate training and resources to assist patients with Opioid Use Disorder (OUD). |

Current Considerations and Decision Pertaining to the Application for Local Optional Scope of Practice for Monkeypox Vaccine Administration by Paramedics and EMTs | On August 1, 2022, the State of California issued a proclamation of a State of Emergency secondary to the outbreak of monkeypox. In response to this proclamation, the California Emergency Medical Services Authority (EMSA) issued a memorandum outlining a process by which local emergency medical services agencies (LEMSAs) may expand the local scope of practice to include authorization to administer vaccinations for monkeypox. |

Policy to implement Governor Newsom State of Emergency Proclamation of EMS Personal Response to Monkeypox | On the 1st day of August 2022, Governor Gavin Newsom issued a State of Emergency Proclamation in support of state preparation and response to the Monkeypox outbreak. Pursuant to this proclamation, the Director of the California Emergency Medical Services Authority (EMSA) may waive any professional licensing, certification, and scope of practice of Chapter 2, 3 and 4 of Division 9 of the California Code of Regulations.
