Welcome to Land USE
Land Use (also referred to as Health Department – Land Use, or HDLU) serves as the liaison between the Environmental Health Bureau (Bureau) and Housing and Community Development (HCD) and is responsible for review of development projects and building permits to ensure conformance with regulations where the Bureau is the oversight agency. Additionally, this program reviews, inspects, and approves Onsite Wastewater Treatment System (OWTS or septic system permit applications) and oversees quarterly monitoring of effluent produced by sewage treatment and wastewater reclamation facilities.
Land Use works closely with the HCD Planning and Building Services Departments as well as the various sections in Environmental Health. All subdivision applications and single family dwelling proposals are reviewed to ensure adequate water supply and wastewater disposal feasibility. Similar evaluation is completed for any commercial project within the County of Monterey’s jurisdiction. Land Use collaborates with HCD to ensure environmental impacts from development are mitigated or avoided.

FEMA Assistance Available for Eligible Disaster-damaged Wells and Septic Systems
Residents who lost access to water through their private wells or had damage to their septic system caused by the severe winter storms may be eligible for financial assistance under FEMA’s Individuals and Households Program.

Consultations and Requests for Service
Members of the Land Use team are available to answer questions and concerns you may have about land use and onsite wastewater regulations. However, due to limited resources, we must limit these consultations to 15-30 minutes in duration. If you require additional time with an Land Use team member, a Request for Service must be submitted with applicable fees to recover cost associated with their time to meet with you and conduct research.
To make the most of your conversation with an Land Use team member, please request a copy of EHB records related to your property before contacting them to schedule an appointment. A File Review Request form is available here and may be returned to 1270 Natividad Road or faxed to 796-8560. Please note that it can take up to 10 business days for the files to be made available to you, though we make every effort to complete the request before then, so please plan accordingly.
