Jurisdictions including those without a C&D ordinance requiring the diversion of 65 percent of construction waste, the owners/builder of construction projects within the covered occupancies will be required to divert 65 percent of the construction waste materials generated during the project.

State law regarding construction waste

contractorThe County is required under State law to divert materials from landfill disposal. Construction and demolition debris, or C&D debris, comprises nearly 30% of the solid waste stream. Also under State law, all permitted new building construction (residential and non-residential), demolition, and certain additions and alteration projects are required to recycle and/or salvage for reuse a minimum 50% of the nonhazardous C&D debris generated during the project (California Green Building Standards Code Sections 4.408, 5.408, 301.1.1 and 301.3).

Exclusive Franchise Agreement for County

cal_greenThe County has an exclusive franchise agreement for construction and demolition debris box hauling services with Waste Management. Under this exclusive franchise agreement only Waste Management may independently deliver drop boxes and/or bins to a job site and haul them away when full. Contractors may self-haul debris from their job sites as an incidental part of their services, only when the equipment, vehicles and/or trailers being used is owned and operated by the Contractor performing the service at the job site(s). Contractors may not hire a third-party to provide hauling services.
