Zone 2B ( Fund 119) - Formed in 1992, 12,000 acres; To collect assessments for Staff hours to work on the Water Conservation Plan as prescribed by USBR guidelines and to provide money

Ordinance 3635 establishes collecting assessments in Zones 2A and 2B for the benefit of the Castroville Irrigation System in 1992.
|

Zone 2Y (Fund 131) - Formed in 1992, 350,000 acres; To collect assessments for the O&M of the Castroville Seawater Intrusion Project, pay debt service. Included is oversight of ground water wells, pump stations, monitoring stations, appurtenances, and pipeline, staff hours for regulatory reporting requirements, and engineering.

Ordinance 3635 establishes collecting assessments in Zones 2A and 2B for the benefit of the Castroville Irrigation System in 1992.

Zone 2Z (Fund 132) - Formed in 1992, 350,000 acres; To collect assessments for the O&M of the Salinas Valley Reclamation Project, pay debt service for USBR and State Revolving loans, Included is oversight of water delivery services to the SVRP.

Ordinance 3636 establishes collecting assessments in Zones 2A and 2B for the benefit of the Wastewater Reclamation System in 1992.

Zone 2C (Fund 116) - Formed in 2003, 436,000 acres; approved by Pop 218 Vote; To collect assessments for the O&M of Nacimiento and San Antonio Dams to reduce flooding impacts on the Salinas River and provide water conservation with consideration given to recreation. Included is Dam Administration, Salinas River Channel, Construction of SRDF, and Cloud Seeding.

Ordinance 04203 confirms approval of the Salinas Valley Water Project for the benefit of Zone 2C, establishing Zone 2C as the benefit zone for the project, Levying the assessments to fund the project and eliminating the water standby and availability charges in Zones 2 and 2A in 2003.

Zone 2B, 2Y, and 2Z (Funds 119, 131, 132)
|
Resolution 00-172 clarifies implementation of Ordinances 3635, 3636, 3789 by providing guiding principles that include: reducing debt; applying CPI increases to debt services; applying CPI to assessments and water delivery; depleting the Rate Stabilization Reserve; setting a target for ending/beginning fund balance after the RSR is depleted; reviewing water delivery charges and assessments annually as part of budget process; eliminating assessments and water delivery charges after debt is retired; confirming no intent to fund a potable water system for Marina & Fort Ord.
