What is the AG Pass Program?

The AG Pass Program was the result of a Board of Supervisor’s referral, based on recent legislation that was written in response to California wildfires and other disasters impacting agricultural lands, establishing a voluntary framework for agriculturalists to be able to display an AG Pass card badge to emergency staff at disaster road blocks for limited emergency access onto their property to conduct limited activities such as, caring for agricultural assets.

Possession of an AG Pass card during a fire, flood, storm, earthquake, explosion or other disaster allows the agriculturalist limited emergency access to areas, that may otherwise be restricted. The AG Pass Program provides a uniform way to identify vetted commercial agricultural operations and their operators or educational institutions conducting ag research or instruction, on a qualifying property to front line emergency personnel.

A commercial agricultural operation or educational institution is allowed to have a maximum of three (3) Ag Pass holders at any time. An AG Pass card is valid for two (2) years.

The County of Monterey Agricultural Commissioner’s Office is the administrator of the AG Pass Program for the unincorporated County of Monterey.

IMPORTANT: An AG Pass does not guarantee the AG Pass holder, access to the property. If there is imminent danger, front line emergency personnel will assess the risk and use discretion to determine if access will be allowed.

What are the limited activities that can be done with an AG Pass?
The limited activities allowed under the AG Pass are:

  • Sheltering, moving, transporting, evacuating, feeding, watering, or administering veterinary care to livestock.
  • Irrigating crops and movement of farm equipment.
  • Provide auxiliary support to emergency personnel such as identifying water points or roads and any other local knowledge that may assist emergency response personnel.

IMPORTANT: Harvesting of crops is not a permitted activity under the AG Pass Program.
