Adult
The Adult Division is responsible for processing all adult offenders referred to the Probation Department by the courts in Monterey County. The Adult Division is comprised of five major work units: Court Services, Field Services, Family Violence Services, Special Services, and the Community Corrections Unit.
The division is committed to public protection and provides the courts with factual information and sentencing recommendations based on an assessment of offender risk to the community and the requirements of the sentencing laws. The division works with offenders by encouraging them to develop their social, educational, and vocational skills utilizing a variety of treatment services and other evidence based practices. The division also refers offenders to our adult day reporting center where they receive intensive counseling and case management services.
Adult Court Services
This unit is responsible for preparing pre-sentence reports for all felony and misdemeanor convictions referred to the department by the courts. The investigative information and the recommendations contained in these reports assist the courts in determining appropriate sentences for those convicted of a crime. The reports are also used by the California Department of Corrections and Rehabilitation if the offender is sentenced to prison.
Adult Field Services
Adult Field Services is responsible for the assessment and supervision of persons placed on formal probation by the courts. In addition to monitoring probationer compliance with court orders, officers in this unit also work closely with other county agencies and community based treatment providers to deliver various services to probationers. These collaborative efforts address probationers’ individual needs to reduce risk factors for re-offending and to interrupt negative behavior patterns. Officers work closely with local, state, and federal law enforcement agencies to impose alternative sanctions and increase supervision as needed.
Family Violence Services
This unit is responsible for persons on probation for crimes involving domestic violence and child abuse. Officers also conduct annual recertification reviews of batterer’s intervention programs and child abuser’s treatment programs operating within Monterey County.

This unit includes the Child Advocate Program, which works specifically with families who have children ages 0-5 years and have been exposed to neglect or family violence. The program offers parenting education and victim services with the overall goal of improving the children’s readiness to begin school. Prevention and intervention services are provided to each family, as well as emergency services for families in crisis. Support and supervision is provided by a deputy probation officer and two child advocates.
Adult Special Services
Adult Special Services is a diverse group of sub-units that includes Supervised Home Confinement, Pretrial Release Program, Drug Court Program, DUI Program, Veterans Treatment Program, Military Diversion and Creating New Choices (Mental Health Court). While supervision of offenders within the community is a fundamental objective of the probation officers assigned to these various sub-units, the means by which supervision is performed and the resources utilized may vary widely among those programs.

Pretrial Program
Monterey County has established a Pretrial Release Program through the Monterey County Probation Department to perform functions that are critical to the effective operation of local criminal justice systems. The program provides the Courts with critical information that will assist the Judiciary in making prompt, fair, and effective release and detention decisions, and ensure equal, timely, and just administration of the laws governing pretrial release.
Pretrial services compile reliable and objective information relevant to the Court's determination concerning pretrial release or detention. If a defendant is not qualified for release on own recognizance, the Courts can consider imposing conditions of release under Probation monitoring. Probation’s Pretrial Services will provide supervised release services that are the least restrictive release conditions necessary to assure the defendant's appearance in court, protect the safety of the community, and safeguard the integrity of the judicial process.
Pretrial Services uses the Public Safety Assessment (PSA), which has been validated by the Judicial Council’s Pretrial Pilot Program using the most recent data collected by pretrial services agencies in similar jurisdictions within California.
SB 36 requires the agency conducting pretrial risk assessments, in this case the Probation Department, to be in compliance with transparency requirements by providing information concerning the risk assessment tool’s line items, scoring, and weighting, as well as details on how each line item is scored. Community Corrections Unit
The Community Corrections Unit was established in response to the passage of the Public Safety Realignment Act of 2011. Persons who were sentenced to state prison for non-violent, non-serious, or non-sexual crimes are released on Post Release Community Supervision (PRCS) and supervised by the probation department. This unit is responsible for the intake, assessment, and supervision of persons released from state prison on PRCS. Individuals placed on Mandatory Supervision are also supervised within this unit. These are the individuals who received a sentence of local prison and community supervision for some portion of that time.
The unit works collaboratively with other county agencies and community based treatment providers to address the individual needs of offenders in an effort to reduce the risk they pose of reoffending.
Community Corrections Partnership (CCP)
The Community Corrections Partnership (CCP) is comprised of members outlined in the California Penal Code Section 1230, paragraph 2, subdivision b, including the members of the executive committee consisting of: the Chief Probation Officer of the county as chair, the Chief of Police, the Sheriff, the District Attorney, the Public Defender, the Presiding Judge of the Superior Court, and one department head from either the Department of Social Services or the Department of Mental Health. Clerical Support
The clerical staff assigned to the Adult Division performs usual clerical and secretarial duties and also provide language translation services for clients, victims and officers. Clerical staff plays a key role in supporting all of the units within the adult division.
Other administrative responsibilities include preparing and maintaining accurate records of court referrals for pre-sentence investigations and supervision. Clerical staff is also responsible for running criminal history reports and preparing statistical reports that are provided to the California Department of Justice.
