Alisal Road Reconstruction Project
About the Project: The purpose of the project is to reconstruct Alisal Road from Sconberg Parkway to just north of Hartnell Road, near the City of Salinas.
The project in general consists of reconstructing the road by recycling the existing road base and pavement in place with a method known as Full-depth Recycle/Reclamation (FDR). The existing pavement and road base will be pulverized, mixed with cement, and compacted/graded in place, all in one process. This construction method eliminates the need to off-haul unsuitable material and to haul in suitable virgin material, which is the usual reconstruction method. This reduces fuel consumption and the associated greenhouse gases produced during the process. Once the FDR layer is cured, an asphalt concrete layer will be placed on top, providing a new pavement surface that is expected to last for the next 20 years.
Construction activities will require traffic control where traffic will be stopped intermittently for the duration of the project. Traffic control measures, such as lane closures and one lane reversible traffic control, will be in place during active construction activities. Traffic lanes will be open during non active construction activities. The public is advised to use alternate routes. The County will make every effort to keep the public updated on traffic impacts.
Construction Timeframe: Construction is anticipated to begin on July 8, 2024, and is expected to be completed by end of September 2024, weather pending. The majority of the construction activities will be between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, with occasional nighttime work.
Project Costs: The estimated construction cost for the Alisal Road Reconstruction project is $3.8 million, mainly funded by Measure X, SB 1, and Transient Occupancy Tax (TOT). Granite Rock, from San Jose, California, was awarded the construction contract for this project.

About the Project: The purpose of the project is to resurface the existing pavement of Carmel Valley Road from Miramonte Road to Valley Greens Drive, near the City of Carmel-by-the-Sea.
The work, in general, consists of resurfacing the existing pavement with asphalt rubber chip seal and micro-surfacing, including but not limited to removal and placement of pavement delineation, pavement repair, adjustment of frame and cover to grade, clearing and grubbing, and traffic control.
Construction activities will require traffic control where traffic will be stopped intermittently for the duration of the project. Traffic control measures, such as lane closures and one lane reversible traffic control, will be in place during active construction activities. Traffic lanes will be open during non-active construction activities. The public is advised to use alternate routes. The County will make every effort to keep the public updated on traffic impacts. The project is to extend the life of the existing pavement and provide a smooth wearing surface.
Construction Timeframe: Construction begins on September 5, 2024, and is expected to be completed by the end of November 2024, weather dependent. Most of the construction activities will be between the hours of 8:00 a.m. and 3:30 p.m., Monday through Friday, with occasional Saturday work.
Project Costs: The estimated construction cost for the Carmel Valley Road Resurfacing project is $2.7 million, mainly funded by Measure X, and Transient Occupancy Tax (TOT). Coastal Paving & Excavating, from Monterey, California, was awarded the construction contract for this project.

The meeting will present project progress, status, and schedule and describe environmental planning efforts, including publication of a draft Mitigated Negative Declaration (MND) being circulated for public review. The meeting will be held during the California Environmental Quality Act (CEQA) mandated 30-day review period for the MND.

Reason for the Project
PWFP retained the engineering firm Moffatt & Nichol to perform inspections of the four bridges along Chualar Canyon Road in 2020. Based on its evaluations, Moffatt & Nichol concluded the four bridges did not meet minimum load ratings and recommended replacement of the bridges due to the poor quality of the concrete and lack of capacity to carry heavy emergency vehicles.
Project Description
The PWFP is proposing to replace four bridges (Co. No. 302, 303, 304, 305) along Chualar Canyon Road in Monterey County. They are located approximately 1.8 miles, 2.1 miles, and 2.8 miles, respectively, east of the Chualar Canyon Road and Old Stage Road intersection east of the unincorporated community of Chualar, which is a census-designated place (CDP) in the Salinas Valley of Monterey County, California. Although the original date that the bridges were built is unknown, they were all modified sometime between 1940-1948.
Construction Area Impacts
There will be detours adjacent to the four bridges during construction. These detours will be open to all traffic and any emergency vehicles throughout the construction period. Staging areas for the bridges will be on the adjacent paved road as traffic will be detoured around the bridge locations.
Environmental Determination
An initial study was prepared to examine potential areas of impact resulting from the proposed Project. The initial Study found that the proposed project would not have a significant impact on the environment provided it complied with the required regulatory permits and implemented the mitigation, minimization, and avoidance measures for Archeological/Historical, Biological Resources, Noise, and Soil Erosion. In view of these findings, a MND was prepared.
The project is presently in preliminary design and environmental review. The MND has been completed and will be presented to the public during the 30-day Public Review Period as required by the California Environmental Quality Act (CEQA). The 30-day Public Review Period will begin on February 15th, Thursday, 2024 and end on March 22nd, Friday, 2024.
After the 30-day Public Review Period all comments received from the public and interested agencies will be incorporated into the MND with a response from the PWFP to develop the final MND. The MND will then be presented to the Monterey County Board of Supervisors for adoption of the MND.
Construction Timeframe
The project is slated to be completed within the same construction season between June to October 2025.
Funding
The total estimated project cost, including engineering design, environmental documentation and permitting, right-of-way, utility relocation and construction is $3.3 million. The project will be funded by SB1 funds.

About the Project: The project consists of replacing the existing 1,660-foot long, 23-foot-wide superstructure (bridge deck and roadway) with a new bridge that is approximately 1,750-feet long and approximately 33-feet wide. The project will provide standard width travel lanes and improve the structural and hydraulic components of the bridge consistent with current Caltrans standards. The project also includes modifying the existing two-lane roadway for approximately 450 feet on either side of the bridge to accommodate the new bridge width and profile.
The bridge and roadway approaches will be closed during construction. During the closure, alternative crossings include the Chualar River Road Bridge to the north or the Arroyo Seco River Bridge near Soledad on Arroyo Seco Road to the south. The project will likely include a crossing that is limited to emergency vehicles.
Construction Timeframe: The project is currently in the design phase. We anticipate the projection going out for construction bids in winter/spring of 2026 and be constructed beginning in Fall of 2026 and extent through 2028.
Project Costs: The estimated construction cost for the Gonzales River Road Bridge is $48,000,000 (2023 dollars). The County has secured funding for the project through the California Department of Transportation’s Highway Bridge Program which includes a combination of State and Federal funds. Supplemental funding is via the Transportation Development Act funds and Measure X local funds.

About the Project: The project consists of road widening, driveway reconstruction, and installation of new curbs, gutters, sidewalks, Class II bike lanes, a retaining wall, and stormwater treatment facilities on Las Lomas Drive between Hall Road and Thomas Road.

Construction Timeframe: Construction began on November 1, 2024, and is expected to be completed by end of March 2025, weather permitting. The majority of the construction activities will be between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, with occasional nighttime work.
Project Costs: The estimated construction cost for the Las Lomas Drive Bicycle Lane and Pedestrian Project is $3.3 million. The County has secured Active Transportation Program (ATP) funding for the Project as outlined in Attachment B, Project Budget. The Project is largely funded by a combination of State and Federal ATP Funds, Transportation Development Act (TDA) funds and Measure X local funds.

Project description:
The Carmel Valley Road and Laureles Grade Roundabout involves replacing the existing one-way, stop-controlled “T” intersection at Carmel Valley Road and Laureles Grade with a roundabout. The project site is located at the intersection of Carmel Valley Road and Laureles Grade, in the northwestern portion of Carmel Valley in unincorporated Monterey County, California. This project will improve vehicle safety and access at the intersection. The project includes widening Laureles Grade and Carmel Valley Road at the east and northwest corners of the existing intersection; however, it will not add lanes or increase the intersection's capacity. Medians will also be constructed on Carmel Valley Road to the northwest and southeast of the proposed roundabout, as well as on Laureles Grade to the northeast.

Seal Coat FY 24 Project
About the Project: As part of the Annual Seal Coat Program, the following roads will receive a pavement seal coat.
- Blanco Road, from Davis Road to Luther Way
- Reservation Road, from Davis Road to Portola Drive
- Reservation Road, from East Garrison Drive to Panziera Road
- River Road, From 1.3 miles west of Chualar River Road to 2.6 miles west of Chualar River Road
The project, in general, consists of performing localize pavement repair, applying asphalt binder on the existing pavement surface, followed by an application of gravel, and placing new pavement delineation. This preventative maintenance work will provide a new wearing course on the existing pavement surface, extending the life of the pavement.
Construction activities will require traffic control where traffic will be stopped intermittently during active construction activities, for the duration of the project. Traffic control measures, such as lane closures and one lane reversible traffic control, will be in place during active construction activities. The public is advised to use alternate routes. The County will make every effort to keep the public updated on traffic impacts.
Construction Timeframe: Construction is anticipated to begin soon after Memorial Day (May 27, 2024) and is expected to be completed by end of July 2024, weather pending. The majority of the construction activities will be between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, with occasional nighttime work.
Project Costs: The estimated construction cost to seal coat Blanco Road, Reservation Road, and River Road is $3.6 million, mainly funded by Transient Occupancy Tax (TOT) and Measure X. Coastal Paving & Excavating, from Monterey, California, was awarded the construction contract for this project.

Water System Improvement Project
- Summer 2023, Well relining and testing completed.
- December 2023, Design and Engineering drawing set complete for next 3 phases of work.
- January 2024, Notice to Proceed issued to Don Chapin Company, for Phase 2, rehabilitation of the existing well.
- May 2024, Following permitting and approval of all submittals, contractor mobilized for well rehabilitation.
- July 2024, projected completion of Phase 2.
- Schedule for Phase 3 Replacement of irrigation piping, and Phase 4 upgrades to the existing booster station to be determined and pending the appropriation of additional funding.
The Project includes design and engineering and rehabilitation of the existing water well, placement of approximately 1 mile of irrigation piping, and the upgrade of a booster station and new telemetry.
Harris and Associates, Inc. has led the team of professionals in the preparation of the Project Plans and Technical Specifications and will continue to provide construction support services.
Funding of this Project is made possible by the award of American Rescue Plan Act (ARPA) funds in the amount of $1.3 million.
