Outcomes:
- Library facilities are planned, designed, constructed, developed, and overseen to serve the mission of Monterey County Free Libraries and the needs of the community
- Library facilities welcome all, minimize barriers to use, and provide maximum flexibility for evolving operations
- Library facilities work with the community’s changing needs, serving as a physical community hub for many purposes including disasters and emergencies
- All Library users feel welcomed, respected, and safe when using their Monterey County Free Library facility
- Communities are proud to host a Monterey County Free Libraries branch, seeing the facility and services as an asset and positive presence that enhances many aspects of community life
Goals:
Monterey County Free Libraries will continue to preserve, protect, and provide appropriate access to the physical Local History Archives, including:
- Continuing to seek appropriate physical space(s) to house resources in a safe manner that optimizes physical preservation and allows appropriate archival access
- Continuing to manage physical preservation efforts in current facilities, including storage, containers, theft deterrence, and humidity/temperature control
Monterey County Free Libraries will develop plans for disaster and emergency response, including:
- Serving as Community Resource Centers for Public Safety Power Shutoffs (PSPS), earthquakes, wildfires, or other similar area needs
- Making an Automated External Defibrillator (AED) accessible at each branch location, and providing appropriate staff and community training
- Continue evaluation and improvements in facility resilience and independence including equipment and technology Evaluate addition of personal safety resources such as Narcan
Monterey County Free Libraries will develop a program for continuous improvement in facilities accessibility and maintenance, including:
- Accessibility for those with different physical and sensory abilities
- Accessibility for families and young children
- Accessibility for older adults
- Condition of the physical space, furnishings, and equipment
- Safety for Library patrons and staff – both routine safety issues and exigent or volatile safety concerns or incidents

Monterey County Free Libraries will evaluate options for facility access and control, including:
- Access to hard keys, alarm codes, and potential use of automated key card access controls
- Usage and supervision of each library facility off hours or for special circumstances
- Access to facilities by other Departments, contractors, and community partners
Monterey County Free Libraries will evaluate Bookmobile services, including:
- Criteria for instituting or discontinuing Bookmobile service
- Current stops, including frequency, duration, location, and usage
- Cost to provide Bookmobile service, including staffing, collections, vehicle cost and maintenance
- Requests and needs for additional or adjusted stops or service to new areas of the County
- Services needed or requested to be delivered via bookmobile, including holds, browsing collections, technology, and programming
- Future features or configurations of Bookmobile vehicles
- Funding options and plans for new Bookmobile vehicles
Monterey County Free Libraries will develop thorough and comprehensive project plans, in conjunction with other County Departments and Agencies as appropriate, for new, moved, or remodeled library facilities, including:
- Bradley Library
- East Garrison Library
- Gonzales Library
- Other existing libraries or areas of the County as directed or found suitable to consider a significant project or new facility
Monterey County Free Libraries will continue improvements and updates to safety of staff and patrons, including:
- Creation of a standing Safety Committee
- Regular training and knowledge refresh on safety issues, procedures, and best practices
- Communication with and specialized training from other County Departments or community partners on behavior challenges, mental illness, violence in the workplace, and similar topics
- Evaluation and consideration of improved safety methods including updated key control or facility access, staffing levels, policies and practices
- Evaluate addition of personal safety resources such as Narcan
Library Technology
Outcomes:
Technology provided by the Monterey County Free Libraries will bridge the digital divide, providing equity and accessibility regardless of:
- Income or personal resources
- Physical, sensory, mobility, or different learning abilities
- Skill, personal use, or familiarity with technological devices or applications
Public access to technology in the Monterey County Free Libraries will be utilized as both an effective tool to reach outcomes, and an effective outcome for a community.
Technological options for service will be instituted and evaluated with consideration for:
- Equitable access
- Technological stability and longevity
- Complement to existing physical resources or services
- Projected enhancements to service, added convenience, or reduced cost
Goals:
Monterey County Free Libraries management will conduct benchmarking using the Edge Assessment (libraryedge.org) measures and set targets for improvement.
Monterey County Free Libraries Administrative and Management staff will participate in California and nationwide conversations and widely share information about technology legislation, licensing, costs, and permissions for public libraries, working with the County Legislative Program, the California Library Association, the California County Librarians Association, and the American Library Association, as appropriate.
Monterey County Free Libraries will conduct an assessment of best options on telephone service to each branch library, taking into account:
- Features and costs of moving to County telephone service
- Features and costs of maintaining stand alone telephone service
- Telephone communication in disasters or emergencies, when connectivity or cell phone towers may be inoperable or disrupted
Monterey County Free Libraries will evaluate the current lending of hot spots program, taking into account:
- Goals of the Strategic Plan
- Costs and usage of the Hot Spots
- Shifts in available connectivity to communities
Monterey County Free Libraries will continue to digitize historical and archival materials with consideration of:
- Physical condition of source materials
- Copyright and permissions of source materials
- Availability of funding, including writing grants or participating in state or national projects
- Availability of staff with expertise and time to manage the digitization projects
Monterey County Free Libraries will establish a staff training baseline on adaptive technology for users with different abilities, covering core resources and use of personal adaptive devices. Staff will then be provided with baseline training as part of onboarding and refreshed as needed.
Monterey County Free Libraries will explore partnerships for adaptive technology and collections for users with different abilities, including:
- National Library Service Talking and Braille Books Program
- The Library of Congress National Library Service for the Blind and Print Disabled
- The California Braille and Talking Book Library
Effective partnerships that bring additional resources to Monterey County residents with print disabilities will then be established.
Monterey County Free Libraries will purchase, provide, and assess technology used in programs, including STEAM kits, Makerspaces, and Homework Centers, with the following elements in mind:
- Cost, ease of use, and longevity
- Staff training and knowledge required to operate or teach users to operate
- Ease of management
- Core relevance to the outcomes of the Strategic Plan
Monterey County Free Libraries will maintain effective and informative connections and presences online, including:
- Launching a new website for the Monterey County Free Libraries
- Evaluate and continue effective presences on social media platforms
- Establish and revive connections in and with County of Monterey online resources and services
- Establish effective connections for resource sharing and marketing with and through partners or cooperatives, such as Pacific Library Partnership, California State Library, Monterey County Historical Society, etc.
Monterey County Free Libraries will develop a Request for Proposal (RFP) and seek an Integrated Library System contract to start in 2021 that best meets the needs of Monterey County Free Library patrons, including robust flexibility and best value for price.
Monterey County Free Libraries will assess each online database annually for cost per use and overall placement and priority in meeting the needs of County residents and serving the goals of the Strategic Plan.

- Monterey County Free Library staff is engaged, learning, and evolving with their communities, professional practices, and the Mission of Monterey County Free Libraries

Monterey County Free Libraries will conduct a staffing assessment on balance of hours, positions, and roles aligned with Strategic Plan outcomes and work processes. This assessment will be used to plan:
- Adjustment of any currently budgeted positions
- Adjustment of workload among employees or locations
- Enhancement of specific skills needed in identified areas
- Preparation of recommendations for any changes in job descriptions, skills, qualifications, or responsibilities
Monterey County Free Libraries will create a cohesive program for staff development and succession planning, including:
- Creation of a standing Staff Development Committee
- Conduction of an analysis and revitalization of the staff recognition program.
- Revision of requests for travel to professional conferences, and commitments to information share with staff upon return
- Evaluation of opportunities for Monterey County Free Libraries staff to participate in formal Leadership Development, Mentoring, and Professional Service opportunities
Library Finances
Outcomes:
- All residents of Monterey County can use the services of Monterey County Free Libraries regardless of discretionary or household income
- The Monterey County Free Library budget is developed and implemented to serve the mission of the Monterey County Free Libraries and the needs of the community
- Monterey County Free Libraries has a financially stable annual base budget, minimizing funding fluctuations in core services to the community
- Patrons, the County of Monterey, vendors, grantors, philanthropic support groups, and community partners all have clear expectations, obligations, and understanding of relationships with Monterey County Free Libraries

Goals:
The Monterey County Free Libraries will assess current fine and fee structure and process, including:
- The expressed and implied goals of charging any fine or fee to the public
- Current level of fines and fees
- Current methods of informing patrons of and collecting fines and fees, including use of the ILS, software packages such as Evanced, contract with Unique Management, and methods of payment options
- Current impacts of overdue fines on library usage, primarily in communities with limited discretionary income
- Current pilot programs of fine free month, and reading away fines
The Monterey County Free Libraries will implement effective contracts and grants management, including:
- Using the new Contracts Management System (CMS) to track and archive documentation for all contracts and grants
- Evaluating all current contracts on suitability to current environment, return on investment, and goals achieved
- Ensuring all Senior Managers and Librarians with charge of grant funds have training on project management, outcome-based evaluation, and appropriate financial reporting skills and tools
- Implementing clear lines of responsibility with appropriate access to reporting and tracking tools for all contracts and grants
- Reporting on donated funds to the Executive Director and Board of the Foundation for Monterey County Free Libraries, annually or at end of project Reporting on donated funds to the Friends groups of branch libraries, annually or at end of project
- Providing and implementing grant application and management training for all interested and involved Monterey County Free Libraries staff
The Monterey County Free Libraries will improve internal budget understanding, information sharing, and management through:
- Regular meetings between the Library Director, Assistant Library Director, and Administrative Services Manager on current status, fluctuations, and current projects related to the budget
- Monthly communication and discussion of current budget status and fluctuations to all Senior Managers
- Budget training for any staff managing a grant or project
- Seeking or developing training on the County’s budgetary systems and processes for the Library Director
The Monterey County Free Libraries will establish long term budget goals for the organization (three to five years out), including:
- Establishing an annual baseline for facility improvements, beyond general repair and maintenance
- Establishing a methodology for budgeting bookmobile replacement to complement philanthropy
- Planning for new library branches, both one-time and ongoing costs
- Developing stable expectations of operational funding to be generated via grants or philanthropy
Monterey County Free Libraries will implement an effective system of project planning and management, ensuring that:
- All involved Monterey County Free Libraries staff understand and are invested in the project
- Library and project partner funds are transparently committed and expended
- Project outcomes are identified and timelines and task goals are met
- The results of the project are readily communicated to all involved parties and to the public
The Monterey County Free Libraries will work effectively with philanthropic and support organizations including the Foundation for Monterey County Free Libraries, Friends of the Libraries groups for branches, the California State Library, the Monterey County Historical Society, the California Library Association, Pacific Library Partnership, and others through:
- Completion of timely and accurate reporting on donated or granted funds, shared projects, and other partnerships
- Assignment of appropriate liaison responsibilities to each group or for each project and empowering that liaison to respond to the needs of both Monterey County Free Libraries and the partner organization
- Ensuring that written, verbal and technological communication is accurate, appropriate, professional, and timely
- Ongoing sharing of missions, goals, and outcomes desired by each organization, and evaluating current projects as required or necessary
Programs and Services
Outcomes:
- Programs offered by the Monterey County Free Libraries support literacy, learning, and the overall goals of the Strategic Plan
- Programs offered by the Monterey County Free Libraries are desirable community events which draw new users to their library facility
- Programs offered by the Monterey County Free Libraries are accessible to users with different abilities, with the goal to eliminate barriers to participate
- Core services offered by the Monterey County Free Libraries are supported by trained staff, funded with stable revenue, and promoted to the public
- Opportunities for enhanced services are evaluated on cost, capacity, opportunity, and potential of meeting long-term goals of the Strategic Plan

Goals:
Monterey County Free Libraries will establish a program plan for the Makerspaces that includes:
- Outcomes for the project
- Resources required to conduct effective public programs or use of Makerspace equipment
- Plan for ongoing management and support
Monterey County Free Libraries will develop a regular storytime program in every library that includes:
- Reading books aloud, singing, and early literacy activities
- Modeling reading and literacy for parents and caregivers
- Encouraging ongoing reading at home and in other locations for families
Monterey County Free Libraries will expand and continue citizenship classes through:
- Effective engagement with volunteers
- Promotion and outreach to the community
Monterey County Free Libraries will evaluate the Summer Reading Program options Countywide, rearticulating purpose and developing tactics in light of:
- School schedules across the County
- Costs
- Equity
Monterey County Free Libraries will develop effective strategies and plans to offer programming for youth Countywide, including:
- Evaluating criteria for a paid youth performer at a small facility, bookmobile stop, or location with low attendance at performances
- Developing a programming contract, approved by the County, that meets the needs of the Monterey County Free Libraries and fulfills County requirements
- Developing a strategy on the effectiveness of developing and using in-house programs instead of or in complement to paid performers
Monterey County Free Libraries will launch use of outcome based evaluation of programs, via Project Outcome (projectoutcome.org), in order to:
- Communicate effectively with funders and stakeholders about the value and impact of public library services
- Respond to resource and community changes
Monterey County Free Libraries will bring in an intern or hire an expert to evaluate usage data from the Public Library Survey and other sources, in order to:
- Reveal trends, issues and concerns
- Set benchmarking targets for improvement
- Enable further strategic collection and effective use of data
Monterey County Free Libraries will enhance Local History Reference and referral services by:
- Developing and approving policies for access to the collections, and fees for reproduction of items from the collections
- Increasing promotion of these resources to the County as a whole, and in conjunction with partner agencies
- Increasing use of digitized collections on social media, the Monterey County Free Libraries website, and in print materials to the public
- Continuing careful evaluation and access to of funding opportunities for preservation and digitization
Monterey County Free Libraries will support and evolve the Homework Centers through:
- Ongoing assessment of elements of service against cost, use, and alignment with local school and study needs
- Ongoing communication with funders and supporters at the Foundation for Monterey County Free Libraries
- Assessment of additional sites or changes in hours through an evaluation of equity, costs, and available support
- Seeking additional support from grants or philanthropy to expand hours, locations, or services
Monterey County Free Libraries will support and evolve Reference services through:
- Ongoing staff training in the reference function, ensuring that all locations have trained staff
- Collections support for Seaside Library as the Reference Hub
- Professional evaluation of online resources for reference, training staff in their use, and promoting them to the public
- Professional connections and training in the evolving reference function, new tools or processes on the horizon, and new studies on the impacts of reference service
Monterey County Free Libraries will support and enhance Adult Literacy services through :
- Supporting and evaluating the pilot program of offering Career Online High School
- Continuing effective work with the California State Library’s Library Literacy Services
- Enhancing a professional focus on volunteer engagement, training, and support for Literacy Volunteers
- Providing the Foundation for Monterey County Free Libraries with transparent and effective reporting on expenditures and outcomes
- Seeking additional funding and support from grants or philanthropy to expand the program
Monterey County Free Libraries will deepen staff and institutional knowledge of responding to our community with different abilities, through:
- Training on reasonable accommodation tools and resources
- Increasing knowledge of different forms of communication and methods to provide effective public library service
- Development of deeper contacts and connections in the community and through public library networks
Collections
Outcomes:
- Monterey County Free Libraries offers materials and collections for free use by all persons, minimizing barriers and promoting free access to information, expressions and ideas
- Monterey County Free Libraries uses professional collection development policies, standards and processes, including receipt of suggestions and input from the public
- Monterey County Free Libraries responds readily to changes in community needs through collections, including capacity to purchase or reallocate collection locations throughout the year
- Monterey County Free Libraries maintains collection use and access policies to minimize barriers of free access to the public, while ensuring good stewardship of this shared community resource
Goals:
Develop a rotation system for Librarian participation on the Collection Development Team, ensuring a variety of backgrounds, experiences, and geographic representation in materials selection for all branch library collections
Review and revise the Collection Development Policy at least every three years.
Provide training for all staff on responding to a patron concern or complaint about the collection or library materials at least every two years and for each new Librarian upon onboarding
Conduct a Request for Proposal (RFP) for materials wholesale acquisitions, selecting the vendor that best meets the needs of the County, at best cost for value
Training
Outcomes:
- Staff training and development are instituted to meet the goals of the Strategic Plan
- The expenditures of training funds are maximized by effective information sharing and in-house training
Goals:
Create a standing Staff Development Committee with a charge to:
- Effectively share a wide variety of training and development opportunities with the staff, ensuring that all are aware of available training
- Coordinate in-house training, such as safety or reference core
- Coordinate sharing of training and conference knowledge
- Assist the Library Director and Senior Managers in effectively allocating and managing the available training budget
- Serve as a committee to develop and manage Staff Day
- Serve as Department coordinator for LMS LEARN
- Develop in-house training as needed or requested
- Seek training as requested by reviewing available resources or seeking alternatives that meet the current needs of Monterey County Free Libraries
The standing Staff Development Committee will revise the form and format for staff to request professional conference attendance. MCFL will send staff to state and national conferences as best meets the needs of the Strategic Plan, taking into consideration the following:
- The available training and travel budget
- The needs of the MCFL organization
- Mandates for training or attendance at meetings
- Goals for attending, both personal learning goals and for bringing back learning and information to the organization
- Equitable access to training and staff development opportunities across the organization
Staff attending state or national conferences will be required to share training and report on learning to the organization, in a suitable format agreed upon with their supervisor.
Use of free or low-cost training opportunities will be maximized, including:
- County provided training
- Consortium and Cooperative provided training
- Online resources subscribed to by MCFL or other Libraries
- Infopeople courses with free seats to rural libraries
- Infopeople or other free webinars
- Scholarships to conferences
- Group or Institutional discounts
- California State Library training opportunities
Senior Managers in the Library will get an intensive leadership development opportunity within three years of assuming their position, presuming the following:
- The Manager is current in all daily tasks, staying on top of workload, and receiving standard or above performance evaluations
- There is an articulated learning and development plan for the Manager in agreement with the Library Director
- The training budget for the Monterey County Free Libraries permits, or alternate sources of funding are found
The Staff Development Committee will develop or enhance in-house staff training to meet specific needs including:
- Enabling the curation of an early literacy storytime at every branch location
- Ensuring each branch location has staff trained in core reference
- Ensuring all staff have basic training in managing an incident or emergency
The Staff Development Committee will organize staff training on CPR and use of an AED, upon placement of an AED in every public library facility, offering staff the opportunity to take Red Cross First Aid or other safety training as desired.
Senior Managers in the Monterey County Free Libraries will track and bring up to date all employees on all mandated training.
All Supervisors will include training attended and completed in all employee performance evaluations.
Grants
Outcomes:
- Monterey County Free Libraries staff are effective grant writers, managers, and partners for a variety of organizations and intentions
- Strategic grants supplement and complement existing funded resources, improving and enhancing service to the residents of Monterey County and meeting the goals of the Strategic Plan
- Monterey County Free Libraries has an excellent reputation with grant-giving and philanthropic organizations, including:
- The Foundation for Monterey County Free Libraries

Goals:
Appropriate training is provided to all who apply for or manage grant funded projects including:
- Writing and applying for a grant
- Managing complex and multi-faceted projects
- Tracking grant funding, and financial reporting to other agencies
Monterey County Free Libraries Administration will include all grant projects in the Electronic Contract Management System (ECMS), setting up tracking and managing as appropriate in order to:
- Meet grant activity and reporting deadlines
- Ensure transparency and accountability for grant activities and funds
Partnerships
Outcomes:
- The Monterey County Free Libraries will develop, nurture, and sustain community partnerships that enhance library service, serve the goals of the Strategic Plan, and enable communities to benefit
- The Monterey County Free Libraries serve as a Community Hub for information and referral to appropriate partner agencies to best meet community needs
- Partnerships with the Monterey County Free Libraries will serve the needs of both entities, be clear and transparent to both entities and to the public, and serve to meet the goals of the Strategic Plan
Goals:
Develop a service model for children in the foster care system, including:
- A no-fault Foster Child Library Card
- Targeted outreach to foster parents and caregivers
- Service to related group homes or similar facilities
Nurture partnerships with the Friends groups for branch libraries, providing guidance and assistance as needed, enabling the Friends to conduct activities, and responding to requests or suggestions on branch library improvements.
Create ongoing reporting mechanisms with the Foundation for Monterey County Free Libraries to ensure that:
- Transparency and trust is maintained in expenditure of funds donated
- The financial and legal needs of both organizations are met
- The missions and goals of both organizations are met
Outreach and Communication
Outcomes:
- Monterey County Free Libraries services will be promoted to the entire County, including to populations that are historically marginalized or underserved, are in remote locations, or have different abilities that may preclude use of traditional information and referral channels.
- The public will encounter promotions of service from the Monterey County Free Libraries in formats, languages, places, and times that meet their needs
- The Monterey County Free Libraries staff will develop and maintain effective relationships with agencies sharing clientele or service parameters where the Library’s existing resources can assist and enhance
Goals:
The Library Director will work with the Executive Director of the Foundation for the Monterey County Free Libraries on effective joint outreach including:
- Press releases and media for projects funded by the FMCFL
- Speaking engagements and presentations
- Effective relations with donors, presences at events, and joint networking
Monterey County Free Libraries will create a program flyer template or style guide for use by all branches which includes:
- Professional logo and branding for the Monterey County Free Libraries
- Clear sponsorship credit
- Complete information and contact information for further questions
The Library Director will maintain active presence and involvement in partner agencies, including within the County, in the field of Professional Librarianship, and across the State of California.
Monterey County Free Libraries will issue press releases and communicate with the local press regularly and as a part of any significant project or service launch.
