Committees, Hearings & Agendas
The Housing and Community Development (HCD) is developing a Plan for continuing the essential services that we provide in full compliance with County policy directives to reduce risk of COVID-19 transfer. This includes consideration for how we continue processing permits/applications and conduct public hearings such as the Planning Commission and Zoning Administrator in a safe and responsible manner.
Governor Newsom released an executive order modifying Brown Act Regulations, to allow more flexibility in the use of technology when conducting public hearings. HCD is working out the logistics of making public hearings capable of supporting remote participation by both the public and officials in accordance with health guidelines and the modified Brown Act.
Information on how to participate in the hearings will be sent ahead of time for those who would like to join. Please be advised that this is the plan as of today and the landscape surrounding COVID-19 directives is constantly evolving, at all levels. As such, the situation may change at any time. HCD will make every effort to keep the public updated for any future changes to land use operations, including hearing schedules.

The Planning Commission agenda will provide specific information about how the public can observe the meeting and address the Commission telephonically or electronically during the hearing. At least 72 hours ahead of the Planning Commission meeting, the Planning Commission meeting agenda will be posted in the case outside the Monterey County Government Center, 168 W. Alisal Street, Salinas, CA and on this webpage below.
The Zoning Administrator agenda will provide specific information about how the public can observe the meeting and address the Zoning Administrator telephonically or electronically during the hearing. At least 72 hours ahead of the Zoning Administrator meeting, the Zoning Administrator meeting agenda will be posted in the case outside the Monterey County Government Center, 168 W. The Historic Advisory Commission (HAC) is an appointed body that is charged with making recommendations to the Board of Supervisors related to the promotion of history and preservation of historical sites and artifacts. The Commission is not required by State or Federal laws.
Legislative Reference:

Membership: Shall consist of 10 members and be comprised as follows: Two (2) appointees from each Supervisorial District. Membership terms are for 3 years. Members shall remain in office until their successors are appointed and qualified.

Historic Resources Review Board (HRRB) Duties
To promoting the Public Health, Safety, and General Welfare by providing for the identification, protection, enhancement, and use of improvements, structures and areas within the County that reflect special elements of the County’s architectural, artistic, cultural, historical and heritage aspects.
Legislative Reference:
- Amended by Ordinance No. 03795; December 31, 1994.
- Formed by the Board of Supervisors by Ordinance No. 3255; July 14, 1988
Membership: Shall be made for three (3) year terms, and terms of office shall expire on December 31st. Members shall remain in office until their successors are appointed and qualified.
Qualifications: Appointed by the Board of Supervisors. Five (5) members shall be appointed from among professionals in the disciplines of architecture, history, architectural history, planning, prehistoric and historic archaeology, folklore, cultural anthropology, curation, conservation and landscape architecture or other historic preservation disciplines including but not limited to, urban planning, American studies, American civilization, cultural geography, or cultural anthropology, to the extent that such professionals are available in the County. Two members shall be persons from the public who have demonstrated special interest, competence, experience, or knowledge in historic preservation, American Studies, cultural anthropology, cultural geography, or other historic preservation-related discipline.
Meeting Dates, Times, and Place: Meets the first Thursday of every month at 11:30a.m. at 1441 Schilling Place, 2nd Floor, Salinas, CA, in the Thyme Room.

The Housing Advisory Committee (HAC) is an appointed body that is charged with reviewing and considering housing related issues for the County. For certain issues, the HAC serves an advisory function to the Planning Commission and/or Board of Supervisors. These issues typically involve policy documents such as the Housing Element, funding recommendations, and Inclusionary Housing Program procedures. Other functions include review and recommendations on proposed grant and loan applications related to specific housing projects.
Legislative Reference: Formed by Ordinance No. 3093 (Chapter 18.40) adopted September 17, 1985.
Membership: Shall consist of 10 members and be comprised as follows: Two (2) appointees from each Supervisorial District. Appointees shall reside in the district from which they are appointed. Membership terms are for 2 years.
Qualifications & Function: To advise the Board of Supervisors and Planning Commission on matters relating to the Housing Element, the Inclusionary Housing Ordinance, and other affordable housing programs. The Committee may conduct public hearings on housing problems and potential solutions; study, review and make recommendations on private housing programs; make recommendations to the Board of Supervisors.
Meeting Details: Meets the second Wednesday of every other month at 5:00p.m. via Zoom, unless otherwise noted.

The purpose of the Native American and Archaeological Resources Technical Advisory Panel (NAARTAP) is to provide technical assistance to staff in determining how best to address monitoring and site treatment consistent with the policies of the General Plan, and to provide expertise for efforts by historical, educational, or other organizations to improve the public’s recognition of the County’s cultural heritage within the non-coastal or inland areas of the County.
Legislative Reference: Formed by Ordinance No. 5253, adopted on April 29, 2015.

Membership: Shall be comprised of up to 15 members with a demonstrated interest in tribal cultural resources preservation. Members shall be appointed by the County of Monterey Planning Commission based on the criteria set forth in the Bylaws. Membership terms are for 2 years.

The Monterey County Airport Land Use Commission (ALUC) is a 7 member commission created under the authority of California State Aeronautics Act (Public Utility Code section 21670). The primary purpose of the commission is to ensure that new land uses around public use airports do not create excessive noise and safety hazards for the public. Development proposals in the vicinity of local airports are referred to the ALUC by governing jurisdictions (County or incorporated city).

Special Events Task Force
The overview of the Special Events Task Force is to form a partnership between event planners and regulatory agency staff to provide support addressing life, health and safety issues. The purpose of this meeting is to guide event organizers through the County permit process and to familiarize them with agency staff who will be their points of contact, and to have an open discussion with stakeholders on any concerns regarding an event.
